Bug fixes and performance improvements

[PRESIDECMS-1377] - DB Schema sync: slow when lots of foreign keys
[PRESIDECMS-1378] - i18n Service causes looped dependencies while firing up wirebox singletons
[PRESIDECMS-1379] - Dynamic rules engine filters slow to load on startup: lazy load instead
[PRESIDECMS-1380] - Background tasks to start heartbeats (e.g. taskmanager), sometimes fail while app still starting up
